Kulhudhuffushi Harbor Expansion Project

Project Description
DESCRIPTION The project will construct a passenger and cargo harbor in Kulhudhuffushi Island, as an expansion to the existing multi-purpose harbor. For the investment in the harbor infrastructure to be effective and sustainable, a TA will be provided and attached to the project to enhance the institutional capacity of the operator in harbor operation, maintenance, safety and financial management. The TA is also designed to help promote income-generating livelihood opportunities for local communities in the region. PROJECT RATIONALE AND LINKAGE TO COUNTRY/REGIONAL STRATEGY Maldives consists of 1,190 coral islands, formed by twenty natural atolls, scattered over 90,000 square kilometers of territory in the Indian Ocean making it one of the world's most dispersed country in the world. The country's total population is around 402,000 in 2014. Ninety-six percent of the population is distributed across 188 administrative islands, 123 of which are occupied by less than 1,000 people. These unique geographic and demographic characteristics pose major development challenges in the country in terms of infrastructure development as well as provision of basic social services and access to equitable economic opportunities. IMPACT Access to services enhanced by 2020 CONSULTING SERVICES All consultants will be recruited according to ADB's Guidelines on the Use of Consultants (2013, as amended from time to time). A Project Management Consultant (PMC), with a total estimated person-months of 46 (11.5 international, 34.5 national), is required to facilitate the preparation of detailed design, project management and implementation. The consulting firm will be engaged using the quality- and cost-based selection (QCBS) method with a standard quality cost ratio of 90:10. PROCUREMENT All procurement of goods and works will be undertaken in accordance with ADB's Procurement Guidelines (2015, as amended from time to time). MHI and ADB have discussed the procurement packages and procedures, and understood that international competitive bidding procedures will be used for civil works contract estimated to cost $2 million or more. Shopping will be used for contracts for procurement of equipment worth less than $100,000.
